1. Supervision Report Details

- Location: Dila District and Provincial Center, Paktika Province
2. Reasons for Mission
- Participation in WFP new modality food distribution
- Supervision of food distribution process in Dila District, Paktika Province
- Meetings with key stakeholders (PRRD, DoE, TPM, and WFP Team)
3. Mission Main Purposes
- Monitoring field activities of WFP-related projects and MCBP/DATC project
- Participation in and supervision of WFP new modality distribution process
- Strengthening coordination with government stakeholders and partners
4. Background of WFP Project
The WFP project is implemented across 34 provinces of Afghanistan with the objective of providing food commodities and cash assistance to vulnerable populations, particularly in remote districts. RHDO is the direct implementing partner of WFP in Paktika Province, covering 15 districts.
The project duration is 12 months, starting from 01/09/2024 and ending in July 2025, with a possibility of extension.
5. Mission Activities and Observations
5.1. Supervision of WFP New Modality Distribution – Dila District (10/08/2025)
The mission team supervised the WFP new modality food distribution conducted directly from WFP trucks in Dila District, Paktika Province.
- This was the first practical implementation of this modality by RHDO in Dila District.
- Approximately 757 households benefited from this distribution.
- The process was well organized and smoothly managed by RHDO field staff.
- All relevant staff performed their duties professionally and with respect toward beneficiaries.
- No major challenges or security incidents were observed during the distribution process.
5.2. Meeting with PRRD and TPM – Paktika Province (11/08/2025)
The RHDO team, together with WFP and TPM representatives, met with the newly appointed Chief of PRRD, Mr. Molawi Ehsanullah Ahmad.
- The team officially welcomed him to his new position.
- It was noted positively that the PRRD Chief has prior experience in this role.
- He expressed his commitment to serving the people and supporting NGOs in their legal and humanitarian activities.
- He assured full cooperation during project implementation.
5.3. Meeting with Directorate of Economy (DoE) – Paktika Province (11/08/2025)
As per the instruction of the RHDO General Director, a meeting was held with the Chief of the Economic Department.
- The new operational concept of the MCBP project was presented and explained.
- The concept suggests that MCBP beneficiaries attend sessions at clinics; if space is insufficient, RHDO will provide tents as an alternative.
- The DoE Chief welcomed the idea and committed to sharing it with the Governor and Deputy Governor for approval.
- He indicated that the concept is practical and acceptable.
5.4. Attempted Meeting with Public Health Department (12/08/2025)
A meeting was planned with the Chief or Deputy Chief of the Public Health Department; however, neither was present in the office.
- The intended purpose of the meeting was to follow up on the MCBP project and the newly proposed concept with provincial authorities.
6. Conclusion
- The WFP new modality distribution from trucks was successfully implemented and supervised in Dila District.
- Food commodities were distributed in a transparent, orderly, and professional manner.
- Strong coordination and positive engagement were established with PRRD, DoE, WFP, and TPM.
The proposed new concept for MCBP project implementation received initial support from provincial authorities.
